Architect, urban planner, public and political activist, graduate of Lviv National Polytechnic University licensed in Architecture of Buildings and Constructions. In 2011 to 2015, headed his private architectural office CHAPLINSKYY&Associates. In 2015, in partnership with Stephan Behnisch, worked as Chief Architect in the project of the Metropolitan Andrey Sheptytsky Centre, nominated for the EU Mies van der Rohe Award in 2019.
In 2015, as Lviv Chief Architect, worked on the projects of a villa in 26 Yefrymova st. and a new office of the SoftServe company. An organiser and a panel member of a number of competitions, focusing on changes in Lviv and the Lviv Region. In 2019, Deputy Minister for Communities and Territories Development of Ukraine. As a YouTube blogger, discusses urban planning, architecture and urbanism in Ukrainian cities.
In 2021, joined the Kharkiv School of Architecture as a donor and a tutor of the Technical and Humanitarian Blocs for 3rd-year students.
